Why can't I create email (SMTP_IBM) and SMS (SMS_IBM) destinations?

Email (SMTP_IBM) and SMS (SMS_IBM) destinations are not seen as destination options.

While creating destinations, you are unable to see email (SMTP_IBM) and SMS (SMS_IBM) destination categories.

Destinations SMTP_IBM and SMS_IBM are provided out of the box by Event Notifications, and do need not be created.

These `out of the box' destinations are readily available to create subscriptions.
